The domain meeting this month went well.
There is a new chapter in Phoenix, which has sent in their application form already. They have 5 pending members, and will have their first report out this month. Night Shift is offering some healthy competition for Tithe, who has been around since August 1999 and has no application form in.
As soon as Tithe has its chapter app in, and/or Night Shift has its 6 months of pending status, the Domain will at last be formal. For now, Steve Rowe and Paula Schricker were voted in as the new pending DST and DC, and are learning the ropes so that when PdE becomes official, they will be ready to go with their work.
Omnicon is less than a month away and there are huge plans for it.
Chapter Strong is the theme for the next few months in AZ.

There is a chapter audit in progress to check *unbalanced* prestige. The RC asked on differing amounts of prestige for the same jobs last month, and that was indeed judgment calls based on hours worked by individuals.
Three of us went to Phoenix to help Tithe and Night Shift get marketing up, as well as posters for Omnicon.

Tithe has yet to file its application with the DoCh. The DC pending was told they had filed months ago, and she notified them they had not, and they still have yet (as of 2/12) to file. Until such time as they pay the $10 (which several members, including the DC and the new DST) has offered them, as well as the application (an email version of which was sent to the DoCh last week), they will remain pending.
Tithe needs to perform a prestige audit for the Domain Coordinator, as well as pulling all primary characters from those members who have lost one, their membership or two their positions and their loaned MC class.
Chapter Coordinator Prestige Award: Chris Durnell - 0G Pending Officers get no prestige. In light of the information about not sending in a chapter application to date I see no reason to award any prestige to this chapter.

Holding regular meetings and getting a newsletter out are priorities PM needs to follow up on this month -- they are aware of this, and are working on it.
Questions:
1. Jon Grivich and Ron Levy would like to know the Prestige nominated by Dan Fruchterman for his contribution to the 4.7 and 5.0 Rules Work, or where they might find a copy of the nomination for their records. Jon is willing to file with his monthly report the bugs he has fixed and new features he develops if necessary. If this is approved by Keith, we just need to note it in the database and mark the approval award for the regional specifically.
Answer: I've seen nothing from Dan on prestige Nominations. I would assume that when it's done I'll get a copy of it as well as both Ron and Jon. As for Jon's program, if he fixes bugs and/or creates patches that do new or adjusted things with the data then I'll approve some regional prestige for him.
2. Ronni Eloff has submitted on three different Prestige request for GameConII Prestige as the coordinator of the event. Brett Ratliff did not award any prestige for her for her efforts and workload that was documented appropriately. No reason or a denial was ever sent. Two more requests with appropriate paperwork have been filed with Keith, but no response. Status please?
Answer: I hate awarding for things that I technically wasn't around for but I'll make sure this get handled by the end of the month.
3. Request for back Chapter reports from 1/97 to 3/98. A question was posted to the coordinators list on where can someone go and find back Chapter reports that were filed in the previous years. One answer did come back, but it did not address the dates in question. Is there a place where old records are where a chapter can reconstruct its' records if they were lost or misplaced over time.
Answer: Director of Chapters Database will be online and accessible in the near future.
4. There seems to be some confusion on the Current Prestige Chart, The On-Line Tome printable status and what is allowed since the clause "These are just guidelines, not hard and fast rules. Coordinators are given discretionary authority to award prestige around these guidelines." In the past there have been many awards made that fall in this category, and I am seeing a lot of it during the Chapter Audit. How is the best way to handle the reprinting of the On-line Tome when it comes to a specific section being quoted for Audit (Under the Prestige rules specifically) to help the Member understand what is happening to prestige that was requested?
Answer: If you are unsure as to a proper award, feel free to ask for advice.
I prefer to use the word "Judgment" in place of "discretionary authority".
I encourage all *C's to use there better judgment when awarding prestige.
If anything seems out of the ordinary note it in the report.
5. The last part of Keith's report SW RC 9912 brings up another issue concerning discretionary awards. {From his report}

Went looking through the Tome on line for the breakout of what classified as a Complete Report for a CC and the definition of Blood Sweat and Tears for a CC. However I couldn't find either. Would it be possible to define both of so it is clear what Keith considers to fulfill these two categories? Reason is, the ACC is doing the reports and administration part of the position.
Answer: Regardless of who handles the reports and administration it will be the CC who is awarded the prestige for reporting. CC's can award their ACC's as they see fit keeping the Tome guidelines in mind.
A complete report includes everything that is asked for in the template that I sent out for all CC's to use. Bare minimum answers will receive bare minimum prestige. The chapter report is the only archived official communication between chapters and the administrative body of the Camarilla.
The better the chapter, its concerns, and its member’s activities are reported, the better the administrative body can respond to the needs of such.

Noun - The amount of work put into the chapter in the form of scheduled events, games, meetings, workshops, socials, disciplinary actions, reporting, morale building, etc... For the enjoyment of the chapter as a whole and the betterment of the chapter members.
6. Also, could not find in the Tome where a chapter is required to have a newsletter now. Is this in the _Chapter Book_ which the chapter does not possess any more? If so, can we get another copy for the Chapter Records?
Is it in electronic format yet? If not, having no newsletter doesn't seem like a -dock able- offense for negative prestige award.
Answer: Once again as above this is a requirement by the RC. I feel that a newsletter is a wonderful tool for keeping all the members of a chapter apprised of all events scheduled to occur and also servers as an exceptional medium for showcasing some of the graphic and literary talents of the members. Inevitably someone will miss an email or a phone message or call.
A newsletter, mailed to the member, is somewhat harder to miss. This is from my experience in the Camarilla.
If it makes people feel better I can change my guidelines as follows.

In this instance the CC's/DC's of chapters/domains with a newsletter would generate and extra 5g instead of being "docked" 5g for not having one. The overall effect is the same but the wording is changed to show a "reward" for effort instead of a "punishment" for non-compliance.
7. How do you want to mark Prestige that has been submitted but not allowed or is over the cap of a category in the reports? Several members of the chapter end up having a lot of prestige awards recommended but cannot take because of the caps. It would be nice to have these tracks because of future awards for service above the call of duty.
Answer: Prestige over the Category caps is lost. Tracking this type of prestige is pointless as the member will never be able to benefit from it.
The CC can use the "over and above" category to make a recommendation to the RC for an allowance. This is taken into consideration and awarded at the discretion of the RC.

It is often a thankless job, and I am certainly guilty of not giving credit when I feel it's due at times.

1. Mike Maring is the List Moderator for three different Cam lists, all of them sanctioned and on the tamu.edu server. I'm still awaiting any kind of award recommendation from CJ Moody for him for any of his prestige for doing that often-thankless job. It's been three months now, with no award recommendations.
Answer: One small change. Mike is not the moderator of SW-RC, I am. This was changed by CJ some time ago. As for prestige, ask Mike if he is on Moderators list. This is where CJ posts prestige for the Mod's. There are also reporting guidelines that he must follow. Check with him concerning this and get back to me.

Answer: Yes but make sure you list the proper dates for the awards. I would also consider giving a slightly less award to the members for not reporting their prestige in a timely fashion. *C's are docked when they are late, I see no reason that general members should be treated differently.

CONDUIT - Will check with Pete and see if we can get some sort of regional story line plot hook involved with the event. I am considering the regional prestige request and will have an answer soon. My first thought is no.
This is because of the limited availability the rest of the region has in helping with the event. Note that I said helping with and not attending. I would never consider refusing regional prestige based upon attendance. If the committee involved with Conduit can create some form of support that the rest of the region can get in on then my decision would be more favorable to the regional prestige.
Utah and the chapters therein create a unique dilemma for the SW region, due to their remote location compared to the rest of the region. I'd really like to see some way to include them more often in regional level activity.
This is one of my personal goals.
Pete? This would be a great area for you to help out with. Can we get some form of regional plot line developed that would include or perhaps start and end with the Utah chapters? Perhaps a plot that starts at Conduit (May 19 - 21), travels though SomeWheRE to the region, returns to Utah for the Faire (July 29) and then perhaps culminates at the Ball (labor day)? A large request I understand but it would be a great way to incorporate the entire SW region into a unified story.

A vote was taken to see find out the chapter would like to be the Domain Coordinator if Los Angeles was allowed to become a domain. The favored candidate was Keith MacGregor.
Phoenix House feels ready to work with the following chapters in the domain of the future: Anathema, the Bureau, Last Whisky Bar, and Cirque du Noir. The members want a domain to come about and the shared vision of the chapter is one of seeking forward motion, getting out resources organized and making more efficient use of them. Our chapters’ interests are to provide role-play in all venues currently offered in the Camarilla and to support the community through events we sponsor such as charity and blood drives.
Issues:
There are four players in Phoenix House who are considering leaving the Camarilla due to the ruling that no minors can attend games. This ruling has made it so they do not have the ability or the time to attend games anymore. They have told me to keep them in the report for this month and will make their decision on what to do sometime next month. I thought I would bring this issue up in this report so that others can see how this ruling is affecting some of the players.

1. Stacy Wilson has earned enough prestige to get to member class 7. Please let me know if you need anything for this to be approved.
Answer: As always, a complete log of prestige including date, award, and awarding *C, from the date of last completed Audit (if none then the full prestige log).
2. Once again I bring up the lack of prestige Tim Crall has been getting for his ARST Shifters position. He has not received any prestige from September
1999 - Current.

3. I have noticed some discrepancies in the database and with my records. I'm hoping someone can look into this and get back to me. Michael Murphy is in my records as having passed both Tome and Praxis. His name, Cam #, and the fact that he passed Praxis were in one of the reports sent over the coordinator's list in September of 1999. He has been given credit and prestige for taking this ordeal. The database says he has only taken Tome. The same thing is happening with Rob Rossel. I have him down as having passed Tome, Praxis, Thespis, and Stage. Once again, his information and the fact that he passed was posted on the coordinator's list in December of 1998 and the database says that he has only passed Tome and Praxis. He told me he has all his certificates and can make a copy of them if need be.

There was an issue in regards to the Prestige and membership class of Jason Ling. Jason was claiming one thing and his former CC was claiming something completely different. As it currently stands, Jason's prestige has been base lined to 1,000 with a member class of 5. This has been approved by both SW RC and Jason. Case closed.

Once again Marshall's report has just enough humor in it to make it enjoyable to read. I personally find this a bonus as sometimes reports can be lengthy and boring.
Their recycling efforts are continuing and they have received to sizable donations to their chapter treasury. The first in the amount of $47 from Wendy and the second in the amount of $.50 from Heather. Yes... that does read as 50 cents. Marshall felt it important enough to include in his report and therefore I feel it worthy enough to include in mine.
There were a few prestige errors from the last report that Marshall corrected this month. Ron will already have a copy of it so I'm not posting it here.

I have to agree. While I applaud the obvious effort put forth in the creation of these chapter reports I also must state that there is a lot of useless redundancy (please note the pun).

Charities look great. The newsletter is underway.
Questions:
1. Newsletter. What format do you prefer (PDF? RTF? Text?)?
I'm not sure if the entire list of people I send this report to would like to see it. Although, if you do, I would be more than happy to send it attached. I will also be posting these to the chapter website as PDF (hopefully).
Answer: I can accept any PC format and some MAC formats as well. I personally have a PC but have friends with MAC and could forward the attachment to them. Of the three formats above I think PDF would keep the newsletter as close to the original format as possible.
2. Backlogged XP? With the post that members should be keeping their own prestige logs, a number of my members have told me that they have 6 months o r more of unreported (to me) items that are prestige worthy. What should I do with this? At this point, I've asked that they include dates and a 4-5 word description, and I'd ask "up the chain" for advice.
Any suggestions?
Answer: This is your call. If you want the extra work load of going through back dated prestige logs to make awards then by all means, do so. I would recommend that there be a reduction of prestige to the members for failure to report as I mentioned above.

For the record I want to state that, in my opinion, the reports generated by the Coordinators Utility suck. I've very briefly reviewed the program myself and I can see where it could be very useful and time saving. I personally prefer the Anathema prestige system (website). It is very clear and concise.

Jeff's chapter is off to a slow but steady start. Since Jeff is local I get to see first hand what is happening with his chapter. Histum Yani is an exclusively Garou venue. As such they are having trouble scheduling outdoor games due to the weather. I expect great things from them come spring.

2. ~the data in the Camarilla Database is incorrect. The majority of the membership is listed as belonging to CA-28, which is LMdS in Riverside, instead of CA-30, Luna's Reprisal. I've sent an e-mail asking for it to be changed to Camstuff.

Questions:
1. What are the requirements for an event to be considered a "Regional" event?
Answer: I've already posted a brief synopsis in my answers above. I will sit down in the next few days and create some "official" guidelines for Regional Events and how to have an event sanctioned as Regional.
2. Having a few problems with recruitment. Sacramento is host to many Troupe Vampire games, although many members of these games are underage, several games have had run-ins with local authorities, and most of their players have no interest in participating in anything but games, making finding new members who would find enjoyment in the Camarilla difficult.
Answer: Question noted. Has anyone else in the region experienced this type of problem and if so could you help Aaron out? Post your replies to the SW-RC list so that we can all share in them.
3. The member database does not list me as having completed the Thespis and Stage ordeals, and I have not received the certificates, either. These were sent in over a year ago, and the money order used to pay for them was cashed.
I have received no response from emails sent asking for the status of these ordeals.
Answer: I'm having it checked on.
4. After a general call for Prestige at the Chapter meeting the 19th of Jan, as well as asking members to send me their prestige for the month (asked for it by Jan 26th) and asking YET AGAIN after this for submissions, I received input from three of 12 members. I have instituted a new policy of requiring all Prestige input to be given to me no later than the 25th of each month.
Answer: Good idea. See my above advice on back dating prestige awards.

If possible I'd like to receive a complete list of all chapters and domains listed in the SW as well as their reporting status. Also I would request access to the Database so that I can get this information myself instead of bothering you with the requests.
Beginning next month there will be a new list for reporting. This list is simply enough sw-reports. I will begin subscribing everyone to the list as soon as I've finished with the configuration. This list is for the sole purpose of sending in your reports. DO NOT send questions or comments to the list. Reports sent to this list will automatically be sent to all of the necessary recipients, so you will only need to send your reports here and copy them to Ron Rooy, DoCh as well. Everyone else will already be on the list and therefore it will not be necessary to send the reports to them individually. You'll know you are subscribed when you receive the welcome message.
Pending approval of Steve, I'd like to appoint Matt Smith, 9306-046, affectionately known as "Matty" to the position of SW ARC Arbitration. I have conducted informal interviews with members of the SW region and feel that Matt is the best qualified to handle this position as well as being a valuable addition to the SW RC Team.
Also beginning next month the report format that I use for my regional report will be changing. This format is a hand-me-down from the previous RC and Jonni and I feel that it's time for a change. Of course will hope this change will be for the better. As my Team increases in both size and productivity I anticipate that my reports will become more informative and streamlined.
