This is the second attempt at sending this to Rsplat. The list moderator can verify that this message was originally sent on time. The problem (thanks to Dan helping me figure it out) is the use of the word "Index" on a line by itself. When this is done majordomo will stop the message from going to the list if the config file has the 'administrivia' option set to 'yes'. I can't be sure from my end, but I would guess such is the case with the RSPLAT list. I have removed the offensive word (Bad word! No soup for you!) and have redone my report template to prevent future delays.

Section 1: Regional Overview

This month’s regional overview is more of an explanation of what’s been going on instead of the overview of the region.
Briefly the region as a whole is proceeding well. Over the past few months I have been able to observe quite a few very capable members who are in the Coordinator positions. I’ve had the pleasure of seeing a great many members come to term with personal issues and resolve things amongst themselves. I have seen a lot of positive action being taken on the part of the members without need to resort to dispute resolution procedures beyond the first step, that being talking about it.
Now there have been some issues that have been going on since August that have not yet been resolved. This is my fault. From the middle of July until the first weekend in October I have had so many things going on in my personal life that the RC duties had begun to suffer. I am not saying this as an excuse, merely an explanation. I have already gotten back on the ball and will continue to work diligently to get everything caught up.

Well, my sojourn as part or the RC staff sadly nears its end. Keith had offered the generous opportunity to stay on the staff until about the time of ICC, and that is fast drawing near. However, I'll be able to move on with the satisfaction that two full issues of the Eternal Times are done, and that there exists at least a small network of willing contributors. Had circumstance been more kind, I would have be out proselytizing in Arizona and Utah (and probably Hawaii), but alas, such was not possible given my time and geographical limitations.

I received access to the SW Website. The National Web admin is really on the ball. So the above pages have been uploaded to the site, and are working fine (after minor adjustments).

I have been notified of Pete H.'s stepping down as RST, so I don't expect a response on my request for his ARST staff. I have asked Craig Brown (#9809-049) to send me what people he is aware of on the ARST staff instead, so some sort of update can be done. I recommend 2 open prestige for Craig’s information. I also requested same info from Kyle Humfeld, who I was informed in the current SWARST Admin. I updated SW*RST staff info.
I created and uploaded Chateau Gaumont's logo at Russ Ingram's request; Simple graphic of chapter name in dark red, with Nosferatu type.
Contacted Jason the National Web Admin for info on PHP and MySQL on the tamu server, it is available (he is really fast on response) and I will be working on forms and some databases in the future (especially to keep track of and create web pages on the chapters of the region.)

2.1 – I have recently appointed Shannon Quintero to the position of ARC Arbitration. Shannon comes highly recommended by his peers and brings to the position a fabulous morality and work ethic. I anticipate that Shannon and I will be able to work very well together. We share the common goal of hoping to change the ARC Arbitration position into one of a Proactive instead of Reactive nature.
Kimiko Drew has graciously accepted the position of ARC Web Presence.
Kimiko’s work can already be seen on multiple web sites for the Camarilla.
She has already begun work on updating the SW Web Site, http://vampire.tamu.edu/swregion/index.html and it’s absolutely fantastic what she has been able to accomplish already (her report is above in case you missed it). Kimiko and I talked briefly about where we want the SW Web site to go in the future. We are hoping to create a tool for every visitor to the site to use for the better enjoyment of the Camarilla. Contact information for all chapters and venues, links, membership applications for new members, etc… look to the site for more and more information in the near future as we revitalize it and bring that goal closer to a reality.
Sadly, Nikki McCorristin has stated that she will no longer be able to perform the duties of ARC Prestige at this time. With the coming baby, and the lack of access to the Internet at work, Nikki feels that she can no longer dedicate the time necessary to properly affect the responsibilities of the position. Nikki has done a great job to date and her help has been appreciated greatly by myself, and by everyone she has helped in the past months. I am personally very sad to see her relinquish the position due to the great working relationship we shared.
Thomas Sitch has moved to the South Central Region. He has been doing a fantastic job with the “Eternal Times” southwest regional newsletter. Since he is no longer a member of the SW region, he and I agree that he should not hold the position of ARC Publications. The September issue of “Eternal Times” will be his last. This was another gentleman who came to me highly praised by his peers and after witnessing first hand what he was able to accomplish in a few short weeks I must say that admiration is well founded.
The print version of the newsletter, downloadable from the SW Web site (shameless plug), is truly a wonderful culmination and showcase of the talents of not only Thomas but of many members of the SW region as well.
At this time I am accepting applications for the following ARC Positions;

2.2 – On my desk right now I have the Prestige Nominations from the SWRE Reno and SW Masquerade Ball, Pasadena. My deadline for prestige awards from both of these events to be delivered to the coordinators of the region is October 20th. This should give members who are affected sufficient time to make any wanted changes to their characters prior to attending ICC 2000.
2.3 – Back reports that are still incomplete are the June 2000 prestige awards for the coordinators and the August 2000 Regional Coordinators Report. I am hoping to have both of these reports finalized and filed prior to October 27th.
2.4 – There are a few members of the SW Region who have been awaiting MC Approvals for some time now. I’ll be conducting these reviews myself since Nikki is no longer able to assist in this regard. I’d like to get caught up on all of the pending approvals by Nov 3rd.
2.5– I am still trying to get a time and medium set up for monthly IRC/AIM/ICQ meetings between all coordinators who can ‘attend’. This is a slow process as there are many different mediums of choice between all of the coordinators who can attend. If I can’t get at least a 50% attendance ratio I will probably drop this idea.

Section 3: Comments and Concerns
The recent “request” of the USNC to have all members addresses listed in the Chapter Status Reports has been met with a huge wall of resistance. Chapter members, it seems, do not wish to have their personal information broadcast to a “public” list. Even after telling the Coordinators that the sw-reports list is not a public but a closed list, they are still reluctant to provide addresses. We now have full chapters who are listing the CC’s address as their point of contact. While part of me fully understands this mentality, another part of me finds this whole situation ridiculous. The reasoning for listing the address is so that the Camarilla can quickly and conveniently perform updates to the database to avoid a great many headaches in the future, including but not limited to a loss of revenue to the Club by shipping Camarilla materials to the wrong address, and loss of time and/or accessibility for members as they await their “Requiem”, Ordeal Certificates, and membership renewal cards.
By listing the CC’s address the member is saying that they wish all Camarilla materials delivered to this address. This is a burden on the person to whom the mail is being sent. It’s a hassle when that person steps down from the CC position and this address information needs to be changed.
It’s a hassle when that person has a personal issue with a member whose mail is being delivered to his/her house and he she mistakenly “loses” that persons mail.
No one has been able to explain to me, logically why they will not list their addresses in an official NON-PUBLIC Camarilla document.
The larger issue that bothers me is that the biggest complaint that I have heard in opposition to this request is that members don’t trust other members with this information. It’s not so much a fear that some unknown entity will get this information and use if nefariously. It’s more a fear that another Camarilla member will get this information and do so. This really bothers me. Do we honestly have members in this club that would go to such great lengths? Is our membership base so unstable? I would wager that the answer is no.
I would further comment that stalking, loitering, vandalizing, even sending unsolicited mail are all crimes that are punishable by law. If any person were to perform any of these actions they could be reported to the police and dealt with by the legal system. That, in and of itself, is a usually sufficient deterrent to keep people from performing these actions.
So we are left with entire chapters that have chosen to list the CC’s address as their point of contact, thus thwarting the very purpose of listing addresses in the reports.
I would like to see this issue addressed so that we can acknowledge and support the wishes of both parties. I’d like to see the addresses listed in the reports or find another way to get address updates in an efficient and private manner that satisfies the need for updates and the desire of the membership.
